Construction on Phase 2 of the Downtown Plaza continues to move forward. Crews have made progress on stormwater improvements, new sidewalks, and utility work as the project moves into its next phase.

Crews have improved the deteriorated sidewalk along the east side of the Orpheum and built a new sidewalk along the north side of the building. These improvements create a new pedestrian connection between the plaza and the surrounding downtown streets and parking areas that may be used as construction progresses. Visitors parking near Fremont Street and walking toward businesses on the future plaza are encouraged to use this new sidewalk.

Construction on Washington Street has focused primarily on installing a new storm sewer, beginning near Walnut Street. Westbound traffic has continued to move through the area while crews work around the roadway.

Earlier this week, temporary traffic signals were installed at the intersection of Walnut and Columbia Streets. This closed Washington Street between Walnut and Hickory Streets to all traffic. Drivers using the Neil and Washington parking lot must use Walnut or Fremont for access. Drivers going north on Fremont may turn west on Washington through the closure.

Temporary signage and traffic signals are helping direct motorists through the area.

Illinois American Water is also replacing aging water mains along Neil Street, Washington Street, and within the future plaza area. Water main work began on Monday, August 24, and will move into the Neil and Washington parking lot that will eventually become the Downtown Plaza. Work will temporarily occupy some parking spaces as crews install the new water main (see below diagram). Parking and vehicle access in front of businesses along the plaza will remain available while this work is underway. The contractor will maintain access to the remainder of the parking lot throughout the year.

The City’s on-site construction coordinator continues to work with businesses to maintain access and minimize disruptions to delivery and garbage collection services around upcoming work which includes the installation of a trench drain along Fremont Street.

As the water-main work moves north through the future plaza area, City crews will transition to the next stage of stormwater improvements on Washington Street. The water main work area in the parking lot will be temporarily paved before construction begins along the business frontages. Construction will continue to change traffic, parking, and pedestrian conditions throughout Phase 2.
