The Planning and Development Department received an application for a special use permit, rezoning, annexation agreement, and preliminary/final plat for 2703 N. Mattis Avenue.

The public hearing will take place at Plan Commission on Wednesday, November 18th, 2026, at 201 West University Avenue on the basement floor at 4 p.m.

The special use permit would allow a power generation facility (solar farm) with accessory battery storage systems. The site plan also includes five warehouse buildings. The property is primarily zoned I1, Light Industry (28.03 ac) in the county and MR3, Mixed Residential Neighborhood 3 (2.46 ac) in the city. The proposed zoning amendment would rezone the smaller parcel to I1, Light Industrial, to align with the rest of the property upon annexation. The property is also subject to an annexation agreement with no proposed waivers.

The report to the Plan Commission will be published before the public hearing.
