Proposed Variation: 503 North State Street

The City of Champaign Planning and Development Department has received a Major Variation application for 503 North State Street. The proposed variation would allow the property owner to repair and replace their entryway stairs which encroach into the front yard beyond what the Zoning Ordinance allows. This variation would not allow other modifications, expansions, or changes in use for the building at 503 North State Street.

This proposal does not approve a specific development project. There is currently no active building permit for these properties. The rezoning is being considered to expand the range of industrial uses allowed on the site and support potential job-generating development in this area. Surrounding properties are zoned for industrial uses and have industrial development or are undeveloped.

PUBLIC HEARING - APRIL 16, 2026

The Zoning Board of Appeals will review this proposal during a public hearing on April 16, 2026 at 4:00 p.m. in City Council Chambers at 102 N Neil Street, Champaign. At the hearing, Planning staff will present the proposal, the applicant will have an opportunity to present their petition, nearby neighbors may ask the applicant questions, and the Zoning Borad of Appeals will vote to recommend whether City Council should approve the variation.

Residents and interested parties are encouraged to participate in this process by:

• Attending the public hearing to speak during public comment
• Submitting written comments to the Zoning Board of Appeals
• Requesting accessibility accommodations for the hearing

This is the staff report that will be presented to Plan Commission on Thursday, April 16.

COUNCIL ACTION - MAY 5, 2026

The City Council will vote on this variation proposal at their meeting on May 5, 2026 at 7:00 p.m. in City Council Chambers at 102 N Neil Street, Champaign. The public hearing for this case will not be reopened at this meeting, but there will still be an opportunity to provide comment after the item is announced by the Mayor and before Council votes on whether to approve the proposed variation.
