The City of Champaign is proposing a rezoning of properties within the University Neighborhood to a newly created RU2 – University Neighborhood 2 Zoning District. A map of the proposed areas to be rezoned is included below.

The RU2 – University Neighborhood 2 Zoning District high intensity urban neighborhood in close proximity to the University of Illinois supporting mid-rise and high-rise apartment buildings and other residential uses. The district is characterized by development and design standards which support an urban neighborhood character, serves as a transition between the Central Business and Campustown Business districts, with direct frontage along transit corridors or public open space. The proposed RU2 District will allow the similar uses currently allowed in the MFUniv (Future RU1 District) and the MF3 (Future MR3 District) while allowing for up to twelve stories of building height.

The Champaign Plan Commission will hold a public hearing on Wednesday, July 15, 2026, at 4:00 p.m. in the City Council Chambers located at 102 North Neil Street, Champaign, to hear the proposal and to consider any input and comments from neighbors. At the conclusion of this public hearing, the Plan Commission will forward the rezoning to City Council with a recommendation to approve or deny. City Council will consider the proposed rezoning at the August 4, 2026 meeting.
