In May 2022, the Champaign City Council directed staff to pursue a contract for professional services to review the City's Development Review Process. In February 2023, staff performed a Request for Letters of Interest from firms interested in performing the review. Matrix Consulting Group was selected, and they subsequently started a process that included:

  • Project Kick-off
  • Internal Stakeholder Meetings
  • Diagramming the Review Process
  • Assess Stakeholder Satisfaction
  • Compare Development Review to Industry Best Practices
  • Development of Drafts and Final Report

Matrix Consulting Group has developed a final report with recommendations for the City to continue to improve and refine their Development Review Process.

The report is available on this webpage and the City is now accepting comments and questions about the report. As the City begins to implement the recommendations of the Development Services Audit Final Report, they are launching a new Digital Permit Submittal Platform called OpenGov. There will be live training for this platform on Tuesday, November 5, at 2:00 pm. The training will virtually over Zoom, and the link is below:

    Join City Staff as they go over the format that plans will need to be submitted in, in order for them to be accepted for review. This is an important training session because it will help design professionals set up their digital files in a way that City Staff and the software can accept them. In addition to making the plans easier to review, which will make the reviews more efficient and speed up the review times, this is also a code requirement. This training session will go over items like fonts, title blocks, linking details, and many others. You don't want to miss it!

    We appreciate the people who took the time out of their busy schedule to learn about the City's new process for submitting a building permit. While we hope it is intuitive, we know due to the wide range of permits and ever evolving building codes, there will be some questions on how to handle certain items.     As the City moves towards the launch of a new Permitting Software, OpenGov, the City is hosting training sessions, to walk existing customers through the process and help them get familiar with some changes in the permit submittal process. The first session will be October 22, at 2:00 pm Central Time, and it will cover how to submit a permit application. The session will be virtual, and it will require registration ahead of time.     The session will give customers the ability to ask questions and point out any tweaks in the software that can help improve customer service.
