Neil Street is a primary gateway to the City of Champaign. From I-74 to Downtown, the Neil Street corridor connects people to businesses, neighborhoods, schools, parks, and more. The corridor is the only road that directly connects people from the interstate to Downtown Champaign. It has been a long-standing goal of the City to beautify its entryways, and to create a more vibrant corridor for residents and visitors alike to enjoy.

The Neil Street Corridor Plan was adopted in 2019 and addressed six themes: Corridor Identity, Beautification, Wayfinding, Entry Node, Sustainability, and Safety. The plan created concepts that can be refined for the eventual infrastructure improvements in the corridor from Interstate 74 south into Downtown Champaign for all modes of travel. At the time the plan was created, it was envisioned to be a 20-year multi-phased project.

The City is now actively working to advance the plan! The City is working on beautification pieces that can be implemented while the Phase 1 Construction Plans are being developed. The City and Lamar Johnson Collaborative have developed concepts that can be refined into a final plan for improvements.

    Tomorrow, Wednesday, October 2nd, Planning Staff will be presenting a study session with the Plan Commission at 4:00 pm in the Council Chambers. There will be a public input portion of the meeting, and residents and interested parties are invited to come and ask questions, share ideas, and provide comments on the study session. The study session will cover three pending projects in downtown Champaign. One of the projects will be the Neil Street Corridor Beautification pieces, and the other two projects will be the Downtown Plaza Project, and the Park Avenue street improvements.     Thank you to everyone that participated in giving the City feedback on the Design Concepts for the Neil Street Corridor Beautification Plan. The City appreciates everyone that took a portion of their valuable time to contribute towards this project. City Staff will be collating these comments to give to Lamar Johnson to make final refinement to the concepts. Check back for the final plans.

    Thanks to the attendees at the Garden Park/ Edgebrook Neighborhood Association for their valuable questions, comments, and concerns related to the planned projects for the Neil Street Corridor Improvement Plan. City Staff appreciates the time that they used from their busy schedules to contribute to this project. The comments will be compiled after Friday, September 20th, and sent to Lamar Johnson for final refinement of the oncepts.

    Planning Staff will be in attendance at the Tuesday, September 17th Garden Park/ Edgebrook Neighborhood Meeting at the Marten Center to answer questions, discuss the timeline, and listen to comments about the Neil Street Corridor Project. You can take the survey here, or send any questions or comments to neilstreetfeedback@champaignil.gov Comments on the concepts will close on September 20th, and the consultant, Lamar Johnson, will take all of the information from the survey and comments and develop a final design.

    City Council gave direction to City Staff to continue with the process for finalizing a Neil Street Corridor Beautification strategy. Planning Staff will continue to collect comments through the survey on Engage Champaign, and continue in-person engagement opportunities until September 20th, when the comment portion of the process will be closing.

    The City of Champaign has been working with Lamar Johnson Collective to develop concepts for a welcoming entryway along Neil Street into the community between I-74 and Downtown. The team has developed concepts consistent with the vision and direction adopted in the Neil Street Corridor Plan to create a palate for improvements to be made along the corridor. City staff is collecting feedback and comments on the concepts, as they work towards a final design.
