The City of Champaign is proposing two different registration requirements, one for residential rental properties and the other for properties with vacant commercial buildings. The purpose is to provide the City with accurate, up-to-date contact information for owners and local agents. This information will enable faster, more effective communication between the City and property owners when issues arise, such as property code violations and emergencies. Having a registry can ultimately allow for faster resolution of property issues, improve neighborhood conditions, and increase public safety.
The first is a Residential Rental Registration requirement.
Registration of any vacant commercial building that is:
Not actively marketed for sale or lease and vacant for more than 90 days
Actively marketed for sale or lease and vacant for more than 365 days
Or vacant with two or more code violations in the past six months
Registration provides basic Owner and Local Agent contact information
Owner or Local Agent to be located within 45 miles of property
WHY
Provides immediate contact for first responders
Provides best contact for on site code issues
Property issues and emergencies can get resolved faster
HOW
City to provide simple online registration platform
Simple renewal online each year
WHEN
Registration build out for remainder of 2026
Annual renewal begins 01/01/2027
Annual registration or when change of ownership
HOW MUCH
No registration fee for 2026 or 2027
Penalty for failure to register begins in 2027
Penalty would follow 30-day notice from City
